After the College of Education was split into two colleges (Education for Pure Sciences and Education for Humanities) on 03/09/2023, the Human Resources Division was established.
Vision:
The Human Resources Division aspires to adopt the best methods and practices in managing transactions related to human resources, which are considered the backbone of any organization, whether service-oriented or productive.
Mission:
The division seeks to create a proper work environment that safeguards the rights of both teaching and administrative staff. It manages their administrative affairs such as salaries, allowances, promotions, leaves, committee formation, retirement, evaluations, and appreciation letters, all in accordance with the University Service Law. It also contributes to preparing the organizational structure of the college in coordination with the Dean’s office.
Objectives:
– Planning and organizing the administrative affairs of the college.
– Monitoring workflows and ensuring the best practices in applying the Civil Service Law, University Service Law (Law No. 22 of 2008), State Employee Salaries Law, Retirement Law, and State Employee Discipline Law, as amended.
– Implementing instructions and directives issued by the Presidency of the University of Hamdaniya.
Tasks:
– Issuing administrative orders related to granting different types of leave (annual, medical, study, unpaid, maternity) in accordance with applicable laws.
– Issuing administrative orders for committee formation within the college, upon the nomination of the Dean and Assistant Deans.
– Following up on incoming and outgoing correspondence, ensuring responses, and archiving documents in personal files and by classification.
– Processing retirement transactions according to the University Service Law for teaching staff and the Unified Retirement Law for employees, including coordinating with the Retirement Authority.
– Issuing administrative orders for monitoring attendance and applying regulations for absences.
– Issuing university orders for transfers and secondments between colleges and departments after obtaining approvals.
– Issuing annual salary increment orders and coordinating with the Presidency for promotions and official approvals.
– Preparing annual evaluation forms for teaching and administrative staff.
– Preparing the organizational structure of the college according to university and ministerial instructions.
– Issuing appreciation letters for staff based on their efforts during the academic year.
– Recording staff resumption of duty after vacations and summer breaks.
– Archiving all correspondence securely and indexing them.
– Issuing circulars received from the Ministry of Higher Education and related bodies.
– Managing staff assignments according to the college’s structure.
– Managing the information database and continuously updating it.
– Verifying academic certificates obtained by teaching staff, ensuring official approvals, and granting related allowances and changes in academic/administrative titles accordingly.
– Managing the electronic archiving system for personal files of staff.
– Preparing detailed staff information tables (name, degree, specialization, etc.).
– Regularly updating information tables with departments and units.
– Preparing required reports and statistical data upon request.
– Responding to higher authorities and other bodies regarding HR-related information.
